Which of the following most accurately describes the problem?

• Last year the Road Haulage subsidiaries of the Transport Holding Company owned 18,214 vehicles and employed 38,097 staff.

These figures, given in the Commons for the first time by Mr. Stephen Swingler, Minister of State for Transport, both show a reduction when compared with the two previous years. In 1965 the THC subsidiaries owned 18,346 vehicles, and in 1966 19,247. The number of staff for these years was 38,258 and 38,206.
