Which of the following most accurately describes the problem?

• A pay and productivity deal which will give rises of up to 35s a week to 110,000 company busmen was approved on Friday by garage delegates.

The pact, negotiated between their union leaders and employers seven days earlier, was rejected at the first vote by 43 votes to 36. In the afternoon, however, the decision was reversed as delegates considered the various sections individually and accepted them one by one.

The deal has now to receive Government approval. It provides for a graduated bonus of up to 12s a week for stage work in urban areas a lOs a week bonus for all platform staff where

firm agreement is reached on the introduction or extension of one-man buses; and percentage adjustments to the basic rate for t he men who actually operate the one-man buses.

Union leaders claim that the deal is largely in line with recommendations of last December's PIB report on busmen's pay.
