tAA REBUFF has been administered to the Great Western Railway Co. by the Appeal Tribunal, in connection with the group of appeals by Messrs. S. J. Norman, of Plymouth, and others, against the granting of A licences to the G.W.R. by the Western Licensing Authority, The railway company. applied for claimed tonnage, discretionary tonnage in possession and discretionary tonnage to be acquired.

Although the applications were advertised in "Applications and Decisions " as relating to the Plymouth and Exeter districts, the vehicles were to be used from 16 bases in the former district and 17 bases in the latter. In the opinion of the Tribunal, the notice published in the official document of the Licensing Authoritywould convey to the reader

the impression that the vehicles in question were to be operated only in Plymouth and Exeter, and not front centres as much as 50 miles away. A separate application should have been made in. respect of each base.

The G.W.R. sought discretionary tonnage to be acquired consisting of 18 motor vehicles and six trailers for the Exeter district and 20 motors and six trailers for Plymouth and district. The Tribunal has dismissed appeals relating to nine minor centres and has allowed one concerning Exeter and one regarding Plymouth.

The result is that the G.W.R. is to be permitted to operate the claimedtonnage vehicles and the " discretionary " machines in possession, as well as to acquire seven motor vehides' for the Exeter district and five motors and three trailers for Plymouth.
