Which of the following most accurately describes the problem?

THE LAST two of the 43 drivers employed by RF Fielding (Cheshire) who were accused of falsifying tachograph charts have appeared at Rochdale Magistrates Court.

Michael Lyons, of Garforth Close, Liverpool pleaded guilty to one offence of falsification. He was given a conditional discharge for 12 months and ordered to pay £85 costs.

Steven Price, of Longshore Street,Bewsey pleaded guilty to four offences of falsification and one of using a false instrument, namely a tachograph chart. He was fined £300 with £125 costs.

Prosecutingfor VOSA,John Heaton said the offences were discovered following a major investigation known as-OperationMeridian".The drivers' motivation was to conceal breaches of the hours limits —they had put road safety in jeopardy while benefiting financially.

Appearing for Price, Andrew Woolfall said he was now using his tachograph charts correctly, writing pre-driving duties on the back of the charts. Fieldings was supporting its drivers, pulling them out of RDCs when they had insufficient duty time left to complete the job legally.
