• The cross-party transport select committee has recommended that the testing carried out by the Vehicle Inspectorate should not be privatised.
"We cannot see what is to be gained by replacing an efficient Executive Agency by subsidised and heavily regulated private companies," it says.
The committee also says it cannot recommend the privatisation of the Transport Research Laboratory until it is sure "its independence and expertise will not be sacrificed".
