Which of the following most accurately describes the problem?

LONDON politicians should stop conning their electors with their lorry ban proposals, the Freight Transport Association has said while also stirring up interest among its members. The GLC is pressing on with its quiet lorry ideas.

FTA South-Eastern controller John Guttridge, whose area covers the M25 ring within which the Greater London Council wants to ban lorries over 16.5 tonnes at night and for part of each weekend, said last week that the ban proposals defied factual evidence.

One of Mr Guttridge's colleagues, planning and traffic manager Don McIntyre, has written meantime to companies represented on the FTA-led London Needs Lorries campaign, asking them to contact the GLC direct.

"My impression is that many of our members — not least in the FTA — have been relying solely on us as their representative bodies to press their interests. Unfortunately this is not enough," he said.

The GLC, meantime, is pressing on with its idea of introducing quiet lorry exemptions.

Transport committee chairman Dave Wetzel said on Tuesday: "We intend to do our own evaluation, which will include letting Londoners judge for themselves whether this lorry can cut down the din to more tolerable levels to let people get a decent night's sleep."

• The Transport and General Workers' Union has rejected any blanket ban in London. The policy decision has the support of all the trades groups in the Union's London region and of the haulage group nationally.
