Which of the following most accurately describes the problem?

LONDON vehicle owners are able at last to relicence their vehicles by post to 20 post offices in the capital.

The change, which took effect last month, brings London into line with the rest of the country and removes the eight-year-old requirement to post applications to the Dundee Local Vehicle Licensing Office.

Addresses of the 20 head and district post offices appear on renewal and renewal reminder forms (V10 and V11).

Operators must still apply to their LVLO (not Dundee) if changes to a vehicle affect its duty rate or tax class, where the owner does not have a V5 registration document, where a concessionary licence exists, where a change in plated weight or wheel plan has not been confirmed, and where conditions of use specified in a V11 form cannot be met.
