Which of the following most accurately describes the problem?

HOW oil-eng,ined buses have fared at ASIETON-ITIMER-LYNE is best told in the words of Mr. C. Irwin Baker, M.Inst.T., the general manager of the corporation's passenger-transport department, who has written an informative article on his experiences especially for the benefit of our readers. The following is his contribution:—

" The rapid development of the oil engine for passenger and general-transrui0 port work has already saved many thousands of pounds which would otherwise have been spent in petrol tax. In my undertaking at Ashton-under-Lyne we have, hitherto, operated a fleet composed wholly of petrol buses until the purchase of four Crossley oil-engined double-deck buses last year, and the vehicles have been running in daily service for eight months, with most satisfactory results.
