Which of the following most accurately describes the problem?

REASONS behind the delay in publishing the long-awaited Transport White Paper have been emerging this week with news that it has been sent back to the Minister for "redrafting."

Originally, the draft Paper presented to the Cabinet by Transport Minister William Rodgers appears to have flown in the face of policy statements contained in Labour's last election manifesto.

The draft document contained proposals for a massive transfer of freight from rail to road and huge fair increases for commuters, but it was turned down by the Prime Minister Jim Gallaghan.

When the paper was presented to a Cabinet sub-committee, Mr Rodgers is said to have been without any support from his colleagues and was forced to withdraw it.

He is also thought to have received a warning from his leader on the subject of the White Pap& and then to have leaked the story to the national Press.

Now he is likely to face another rebuke from the Prime Minister over the leak which disobeys strict standing Cabinet orders.
