Which of the following most accurately describes the problem?

LANCASHIRE County Council has developed proposals for Ribble to replace Clitheroe town centre's bus services with a new operation called "Centrelink."

The new service will operate three loops in the town. Two inner loops will be flat fare routes — 6p for adults and 4p for children. On the first day of operation all services inside Clitheroe will be free, to encourage people to use buses for local journeys.

Progress on the new service will be closely maintained by Ribble and county and borough councils.
