Which of the following most accurately describes the problem?

BECAUSE a haulier began using large artic trailers, he was told his depot had become unsuitable as an operating centre.

The claim was made against Marsden and Son (West Bromwich) by the West Midlands County Council opposing the company's application to add six vehicles and trailers to its fleet.

Giving evidence for the company before West Midlands Licensing Authority A. A. Crabtree in Birmingham, Michael Carless said the premises in Dunkirk Road had been used for 45 years and by the present company for 15 years.

Business was on the upturn and a bigger fleet was required.

There had been negotiations with the borough council for the sale of the site and an alternative was obtained at Oldbury and the plans passed. The council was in difficulty over finance because of local authority cutbacks and there was now difficulty in completing the agreement.

It was not financially possible to make a move from the tax point of view unless the two transactions were completed together.

. The LA said he would grant two vehicles for six months with a limitation at Dunkirk Avenue of 13 vehicles and seven trailers. The matter of the operating centre would be dealt with under section 69 of the Transport Act when the question of the other vehicles was considered in August.
