Which of the following most accurately describes the problem?

THE ROAD Transport Industry Training Board wants to become responsible for training transport operative throughout the industry. It said so this week, perhaps not in so many words, but for the first time publicly.

The Board is prepared to offer its expertise to train the nation's transport and distribution personnel which equals 1 in 6 of Britain's workforce. The offer should be taken up immediately.

This is not the first time that RTITB has broached the subject. Indeed, in February last year it approached the Training Services Agency on similar lines. It still awaits a reply to this very practical offer of assistance. More recently approaches were made a Cabinet level. Once again there was a negative response.

Transport and the nation's economy are so closely connected that any inefficiency in the cl,istribution of goods affects the whole nation adversely.

No other training board is involved in driver training. It is no longer a question of should the Transport Board take on the responsibility, but more a matter of how soon?
