Which of the following most accurately describes the problem?

• A "young firm" from Hayes, Middlesex, intending to carry air freight to various airports in Great Britain, was granted an operator's licence for eight vehicles by the Metropolitan LA, Mr D. I. R. Muir, on Friday. Mr Muir described it as a "fairly ambitious application".

Mr R. W. Bell, a partner, said he carried on business with his father as SDS Transport; the vehicles to be acquired, all of which were less than 5 tons unladen weight, would carry air freight between London, Manchester, Gatwick and Southend airports. Five I7cwt Ford Transit vans were already in operation and the business was proving successful. In another case, an 0-licence applicant for three vehicles to be acquired, Mr A. Allen, told the LA that they were to be a gift from his present employer because "I have worked hard for him over the past eight years and this is his way of paying me back".

Mr Allen said he was at present transport manager for H. J. Hornsey (Transport) Ltd at the London Fruit Exchange. If the licence were granted he would be made a director of Hornsey Transport and his vehicles would operate alongside that company's present fleet.

The LA adjourned the case for further evidence.
