Which of the following most accurately describes the problem?

• Concern at the variation of standards during last week's MoT check on goods vehicles emitting black smoke has been expressed by the Freight Transport Association. Reports reaching the PTA indicate that some vehicles which had been issued with a GV9 for emitting black smoke were subsequently cleared by the Ministry without any rectification work having been carried out. The FTA takes the view that this is further evidence for a 0V9 appeals system (CM last week) to be introduced.
