Which of the following most accurately describes the problem?

• The scheme for licensing transport managers, under the 1968 Transport Act, could be in the balance, to judge from the tone of the letter which the new Minister of Transport, Mr. John Peyton, has sent to the National Guild of Transport Managers in reply to an approach from that body. The Guild has expressed it disappointment at the Minister's statement that he will not be able to give priority to transport managers' licensing (CM last week), and has revealed the contents of his letter; its wording could be taken to suggest that there is not only a low priority for TMLs but that the whole scheme has now become problematidal The Minister wrote as follows:

"I understand that the road transport industry has been considering the kind of scheme (for licensing transport managers) which would best suit the industry's needs. As I am sure you will recognize there are a great many matters which must have my attention at the present time, and.I shall not be able to give priority to the question of a scheme under the Transport Act. I can assure you that there would be the fullest consultation, with all interested organizations including your own before any scheme under the Transport Act, if one were decided upon, were introduced."
