Which of the following most accurately describes the problem?

I N a written decision, the Transport Tribunal has dismissed an appeal by Brownes Transport, G. Gurd, Ramsdens Transport Ltd. and Chard Transport Co. Ltd. against the grant of a pew B licence to G. H. and W, H. Willcox, trading as Willcox Bros., of Bridport (see The Commercial Motor, July 10). ,

In giving his decision, the Western Licensing Authority had said that he was satisfied that the two objectors who weie there—BroWnes Transport and Ramsdens Transport—were not really concerned on the merits of the application as it was made, but had apprehensions that this might be the first of a large number— perhaps up to 40--of applications by people who, if they saw the grant, might think that they• would like to enter the haulage business themselves, The Tribunal, in its judgment, said it did not think that the apprehension of the appellants with regard to other cases ought to enter into the decision of this one. it seemed that the respondents had made out a case, albeit a thin one, and that the appellants had not answered that case on its merits.
