Which of the following most accurately describes the problem?

A N application by Road Services (Forth) Ltd. at Glasgow last Friday for conversion of existing Contract A licences in respect of six attics of 48 tons to normal A to handle whisky and empty casks in Crown locked vans within the Scottish traffic area 7. was adjourned.

Evidence was given of substantial carriage of whisky in special vans into premises of the Distillers Co. Ltd. Being contract vehicles these could not carry whisky out again as it had then been sold and belonged to other customers Transfer to normal A would allow the vans to take Distillerk whisky into their premises and out again for their customers.

British Road Services objected and queried whether the applicants were lodging the agreement of contract. This was not available in court and Mr. W. F. Quin, the Scottish Licensing Authority, ruled that lack of this document must inevitably mean adjournment of the a pplicati on.
