Which of the following most accurately describes the problem?

Supplied by the Ministry of War Transport and the Houners' NationalTraffic Pool, to keep the industry informed of developments, but not necessarily to be regarded as official pronouncements CARGO.—The latest weekly traffic returns give a total of 171,300 tons (livestock and scrap excluded). These returns relate mainly to the ,week ended June 26, but include certain items which were moved in previous,. weeks, under continuing contracts now completed.

MEIRLBERSHIP OF THE POOL.—Apphcations for membership of the Pool have been • received recently from

concerns which are not eligible. To remove any misunderstanding on this point, carriers are reminded that the

application form, H,4.1, for registration with the Pool, should be completed only by concerns which hold A or • B licences or the equivalent DefenceePermits.

DEFENCE LINES.—Progress in the building of the Defence Lines continues to be slow. In the week ended June 27, the number of additional vehicles enrolled was 450, bringing the total to 36,250. The chief contrihntioes came from the Midland and North Western Regions, with 161 and 115 vehicles respectively. Thanks are also due to Northern Scotland for raising an additional 47—a contribution which is appreciated all the more because it comes from a scatte:cd region.
