Which of the following most accurately describes the problem?

EVIDENCE that it had proved impracticable for British Road Services to deal with urgent air freight, was given during an application on Monday to the Metropolitan Lic'ensing Authority for the variation of a B licence by. D. and G. Transport, Ltd., Bath Road, Harlington. Middx.

Their current licence confined them to delivery to and from London airport of urgent air freight carried only by Air France, Ltd., within 30 miles of Harlington Corner. They wanted to work for other airlines.

.Brig. R. J. D. Dowse, the Licensing Authority, granted the application, • but excluded the carrying of bullion to meet the objection of M.A.T. Transport, Ltd., London, E.C.2.

Mr. N. Wiggins, for D. and (3. Transport, said that there had been a large increase in air-freight traffic at London Airport over the past two years. The applicants' vehicles were fully employed and they had to hire vehicles on many occasions. Even so, serious delays occurred.

Mr. C. F. Griffith, a director, said typical consignments were livestock, medicines, polio vaccines and aircraft and ship spares.

Mr. J. A, Ross, station manager of Trans-Canada Airlines, said that three years ago he was chairman of a committee that attempted to get B.R.S. to deal with this type of work, but it had notproved successful, as they were not geared to such activity.

Mr. J. F. Harper, import superintendent of K.L.M. Royal Dutch Airlines, confirmed that the scheduled B.R.S. service could not cope with the deliveries necessitated by aircraft arriving at all hours of the day and night. A 36-hour delay in the delivery of textile machinery had arisen because of a lack of transport. B.R.S. had been asked, but could not help. .
