Which of the following most accurately describes the problem?

I READ with interest your article headed "Manchester considers charge(CM 10 February).

Please could you let me know where the two-lane, orbital road, that doesn't drain properly when it rains, can be found around Birmingham? Birmingham is the second city— not Manchester as stated in his article! Although I now reside in Shropshire lam very proud of my Black Country roots and take exception to people claiming Birmingham is not the second city.

This letter is a bit of fun... even though I believe a grave error was made and an injustice done to the city of Birmingham.
