Which of the following most accurately describes the problem?

Time Directive was a key factor behind their decision to close down.

John Goulding (Heavy Haulage) of Kingswood, Glos, ceased trading just over a year after the unexpected death of its founder.

Daughter Susan 'Farling, who continued running the business with her husband David until the end of last month, says her father was the driving force behind the firm ever since starting up as an owner-driver in 1969.

But she adds that the Directive, which becomes law in five weeks time, helped confirm their closure decision: "We did not want to start going down that road.

"One of our specialities was delivering silos. With them, you never know when a driver will be able to get back because they often have to wait at the site for the wind to die down before unloading.she explains.

She says the area's shrinking manufacturing base was also a contributing factor.

At its peak during the late 1990s the company employed 18 people and had a fleet of 13 tractor units. The remaining eight units and 25 trailers are being auctioned at Goulding's premises on Saturday morning (19 February).
