This test was first introduced three years ago and will become more relevant next year when European regulations reduce the sulphur limit from 0.30% to 0.05%. This year's average of 0.17% is better than 1993's 0.21% but only Murco, with 0.08%, gets near the 1995 standard (see results table on page 38).
It looks like the oil companies won't take action on emissions until they are forced to do so by legislation.
