Which of the following most accurately describes the problem?

• Lillyhall-based Alco Waste Management has been fined £2,000 for polluting a West Cumbrian stream with acid.

The conviction came at the end of a two-day trial at Carlisle Crown Court, when the company was cleared of the more serious charge of failing to take reasonable measures to prevent the spillage. The court heard how experienced HGV driver Paul Wilson was leaving Alco's disposal centre at Lillyhall near Workington in August last year when a 1,000-litre plastic container full of acid shattered.

Wilson was praised by the jucige for his swift action following the spillage.
