Which of the following most accurately describes the problem?

• At least 30 drivers will appear in court to face charges relating to 163 alleged offences found in a recent roadside check of 227 HMIs by West Midlands Police.

Offences ranged from defective lights and tyres to forged documents. Police also discovered the theft of a lorry worth £15,000 and arrested seven people on suspicion of burglary, theft and handling stolen property.

A further 73 offences were dealt with by caution.

The four-week operation, which ended on 4 December, was carried out in the Wednesfield and Bilston areas following concerns about overloading and long driving hours. More checks are planned.
