Which of the following most accurately describes the problem?

• Almost 50% more accidents happen on the clockwise carriageway of the M25 London orbital motorway than on the anti-clockwise carriageway, Automobile Association statistics reveal this week, but the AA and police disagree on the reasons for the disparity.

The AA says that 57% of the 484 recorded accidents were on the clockwise side, and 37% on the anticlockwise section. This could be because more traffic uses the clockwise lanes. Surrey police, however, claim that heavier traffic joining the clockwise carriageway could cause vehicles to stop and start more often.

Most accidents happen between junctions 15 and 16 of the motorway, which opened in 1986. This section has an average traffic flow of 122,000 vehicles a day.
