Which of the following most accurately describes the problem?

STAR BODIES, one of the National Freight Consortium's bodybuilding subsidiaries, is being kept as a going concern, but nearly half of the workforce has been made redundant.

BRS Northern managing director Ron Fortune, who is responsible for overall control of the company, confirmed this week that attempts last summer (CM, August 27 to sell Oldham-based Star had been abandoned, but that around 25 of the 60 employees had been made redundant last week to reduce unit costs.

Discussions were held with potential buyers, notably the neighbouring Buckstone Bodies enterprise, but BRS's insistence that Star's workforce's weekly earnings and pension rights should be guaranteed could not be met by new owners.
