Which of the following most accurately describes the problem?

THE BRENNER pass route into Italy has proved expensive for some international drivers from Britain and other EEC countries who have fallen into the hands of money-exchange crooks at the border.

They offer to change their sterling, marks or francs at a rate far more favourable than that offered by banks and official exchange offices.
