Which of the following most accurately describes the problem?

RESTRICTIONS on international permits to allow relief supplies to be taken to the Turkish earthquake disaster may be eased by the Newcastle permits office. This follows a plea from the International Road Transport Union for hauliers to help ferry supplies to the disaster area.

A spokesman for the Department of Transport said that the Newcastle permits office would do all it could to smooth the way for relief supplies.

Already freight forwarder Davies Turner has sent one consignment of supplies, including a long-wheelbase LandRover. A second Land-Rover will be sent shortly.

But other operators are saying that they have not got the permits to go on mercy trips to the Middle East.

At Astran International, Mr Tony Soameson told CM: "If we had sufficient permits we would have offered our services."
