Which of the following most accurately describes the problem?

AAS the road-haulage industry paid so heavily in taxation, it was only right th4 snow-blocked roads should be cleared quickly. by local authorities, so as to avoid costly delays to operators' fleets, said Mr. W. A. Winson, in reply to questions at a meeting arranged by the C.M.U.A. Manchester and South-East Lancashire Areas last week. Mr. E. F. Topham, chairman, commented that, with a view to taking action, the Manchester Area had circularized members, asking for any complaints on this matter, but fewer than a dozen replies had been received.

Mr. Winson struck a popular note in the course of his address, when, urging the need for new roads, he said that carriers ought to be enabled to avoid such places as Shap Fell in the winter time.

Mr. Winson, in giving an account of the work of the Association, emphasized the advantages of the new C.M.U.A. finance scheme in paying by instalments for licences.

There were grieVances inherent in the Act, said .Mr. W. Farnorth, and there were others that had developed in its administration. The cost of delays to industry in general through the lack of authorized transport was incalculable.

If the road-haulage industry were to have a rates structure, it must be protected from the position of the passenger operators, who agreed farek which were approved by the Commissioners, and then the railways halved the prices.

In response to questions, Mr. Winson stated that it was hoped to obtain an amendment in the next Finance Bill to deal with the reweighing of vehicles. The C.M.U.A. was asking that the original weight should stand for the life of the machine.

Other speakers were Mr. W. Patton and Mr. J. S. Howarth. About 150 people attended.
