Which of the following most accurately describes the problem?

. The County Councils Association is taking the initiative in the matter of a rOad conference for next May, when it is proposed to devote two or three days to meetings in London. The preliminary circular briefly states that the conference is being arranged by the above-named association with the assistance Of representatives of the Association of Municipal Corporations, the Urban District Councils Association, the Rural District Councils Association, the Association of Municipal and County Engineers, and the County Surveyors' Society. In these circumstances, if motorists and other road -users are to be vigilantly excluded from the proceedings, remarkable unanimity may be expected to prevail; in fact, the whole conference might conceivably be degraded into a mutual admiration crane-lave, We hope to learn that, notwithstanding the absence of any intimation to such effect in the circular which is before us, and which has been issued from Caxton House, Westminster, S.W., the engineers and surveyors will nol fail to extend an invitation to certain representative bodies, of which we would mention the ROyal Automobile Club, the Commercial Motor Users' Association, the Society of Motor Manufacturers and Traders, and the Society of Road Traction Engineers. There is no question that representatives of these and other allied bodies would be able most usefully to contribute to the discussions under the ten heads which are put down for the purpose, these being : administration and 'finance; construction and maintenance of roads; wear and tear; dust ; width of roads and provision of footpaths; curves, gradients, camber, etc.; road signs; extraordinary traffic and excessive weight on roads; motor traffic; traction engines.
