Which of the following most accurately describes the problem?

• The number of foreign trucks operating on British roads has doubled in the last five years, according to the latest figures from the Department of Transport.

Statistics for the first quarter of 2000 show 932,000 for eign vehicles leaving the UK for the continent between March 1999 and 2000 compared with 461,000 for the same period in 1994/1995.

These latest figures show that foreign trucks now account for 41% of the 603,900 vehicles travelling from the UK to Europe.

Freight Transport Association economist Simon Chapman says: "By filling up with cheap continental diesel at half UK prices before coming over, foreign operators have an immediate cost advantage of 15%. Typically vehicles have fuel tank capacity to run for 1.000 miles—equivalent to one week's work."
