The Traffic Area Network Review was published in June by Stephen Curtis, head of the TAN Scrutiny Team. It is now being considered by Sir Peter Levene, John Major's

efficiency advisor, and Transport Secretary Sir George Young.

The review recommends a single Traffic Commissioner in place of seven and the closure of two of the eight traffic area offices.

It is claimed that 0-licensing administration costs could be cut by more than .C.1m. Redundancies among traffic area office staff, improved computerisation and moves against unlicensed operators would free "substantial sums within existing fee levels" which could be made "available to finance more extensive enforcement'', says the review.
