Which of the following most accurately describes the problem?

• Ireland has abandoned plans to take an extra £1,825 a year in tax from every Irish haulier.

The 25-a day-tax was discussed by the Irish cabinet as means of paying for improvements to the country's roads. But horrified Irish hauliers argued that the extra money would put them in a worse competitive position than they already are: Ireland's transport costs are already 10% higher than elsewhere in Europe. In Ireland 9% of companies' turnover goes on transport costs; compared with a European average of 3%.

It is believed that a 4.5% hike in petrol duty is being considered as an alternative to the haulage tax.
