Which of the following most accurately describes the problem?

APPEALS by three operators against the grant by the Metropolitan Licensing Authority of a licence to George Ewer and Co., Ltd., authorizing them to operate from London a group of excursions and tours for ramblers, have been rejected, with costs, by the Minister of Transport.

The appellants were the Eastern National Omnibus Co., Ltd., Southdown Motor Services, Ltd., and Maidstone and District Motor Services, Ltd.

In his decision, the Minister stated that he considered that the evidence produced by George Ewer was sufficient to establish that the grant of a licence for an experimental period of 15 months was desirable in the public interest. He appreciated that the appellants might lose passengers, but he did not consider that the loss would be likely to be so substantial that the experiment should not be made.

The Minister has allowed an appeal by Mr. E. H. V. Sharpe (Hertfordian Coaches) against the Metropolitan Authority's refusal to grant him permission to operate similar tours from London.

Under an Order made by the Minister, Mr. Sharpe has been authorized to operate trips for ramblers to Kingsclere, Inkpen, Brill and Great Tew for an experimental period of 15 months. " BLITZ" ON FARE DODGERS CONCERN that many passengers are %.-.0 ignoring new higher fare scales has led Manchester Transport Department to concentrate as many inspectors as possible on one route at a time. A spokesman for the department states that the drive will last for some time. He emphasized that they were not looking for prosecutions. Dodgers would be asked to pay the extra money.
