Which of the following most accurately describes the problem?

AT the request of the three railway unions, Mr. Harold Wilson, former President of the Board of Trade, is to undertake an examination of the financial structure of the British Transport Commission.

Financial implications of the integration of road and rail services and the cost of maintaining uneconomic branch railway lines for defence purposes are among details which areā€¢ expected to come under Mr. Wilson's investigation. Compensation paid to former railway and road haulage shareholders is another matter which, according to "The Times," will be investigated.

Originally, the proposal to examine the situation came from the leaders of the Transport Salaried Staffs' Association. It is not expected that the report' to the unions would be ready until early next year.

APPEAL TRIBUNAL WOUND UP

'PE Appeal Tribunal was wound up on Tuesday. Its functions have been transferred to the Transport Tribunal, as provided for by Section 73 of the Transport Act, 1947.

The change would appear to be in name only, because the Appeal Tribunal, as formerly constituted, will continue to exist to act as a "specialist body" to hear hauliers' appeals against Licensing Authorities' decisions, and its office will remain separate.

The Appeal Tribunal was set up in 1934 under the Road and Rail Traffic Act, 1933. It has heard over 1,000 appeals.
