Which of the following most accurately describes the problem?

There are about 50 motorbus services, on which an approximate total of 75 vehicles is used, running between small towns and railway stations in Southern Portugal, but no lines exist in Lisbon on account of competition from the tramway sel.vice. All lines are privately owned. Both American and French chassis are used, with locally made bodies. The longest route is from Cacilhas to Cezimbra, a distance of about 40 miles. The local authorities look with favour upon the expansion of bus services in this part of the country, since they offer not only a means for collecting revenue, but also help to satisfy the inhabitants, who realize the need of good communications.

In Northern Portugal there are no motorbuses running within the city of Oporto, such services being confined to the outlying small towns. The ,public has, however, welcomed the services, especially in districts that were formerly isolated. There are about 80 lines in operation from such towns as Oporto, Braga, Vienna do Castello, Avairo, Coimbra, Guards and Pinhel. The roads in the northern part of the country are generally well kept, and the market for Public-service vehicles in those sections is regarded as being more favourable than elsewhere in Portugal.
