him J. R. C. SAMUEL-GIBBON, al M.A., is to be the new Western Licensing Authority and chairman of the Western Traffic Commissioners. The appointment, which takes effect on May 25 on the retirement of Mr. S. W. Nelson, was announced by the Minister of Transport on Tuesday of this week.

M r. SamuelGibbon, who is 56, was educated at Tonbridge Sc1tool and St. John's College, Oxford. He was called to the Bar by the Middle Temple in 1932 and in recent years has specialized largely in road transport licensing

Since 1961 he has been the Lord Chancellor's nominee on the special panel of the Transport Tribunal and is one of the joint editors of "Traffic Cases ", the official reports of the Transport Tribunal's decisions.

Mr. Nelson has been a civil servant for over 51 years and for almost the whole of this time has been associated with the Ministry of Transport. He became Western Licensing Authority and chairman of the Western Traffic Commissioners in 1953, succeeding Sir Arnold Musto; Mr. Nelson had previously held these positions in the Northern area, since 1946.
