Which of the following most accurately describes the problem?

I N Hamilton Sheriff Court, Sheriff Brown gave judgment in a test case concerning contract carriages. Messrs. James Hunter and Sons, Kitchener Street, Wishaw, were charged with having permitted three buses to be used as express carriages without having road service licences. It was stated that the occasion was the annual outing of the staff of a cinema, and that a notice had appeared on the screen inviting the public to join.

Giving judgment, Sheriff Brown said that the party consisted of 93 persons, including members of the public. It was plain that this was not a private party, and that the vehicles were used as express carriages.

Sheriff Brown added that before the beginning of the journey it was brought to the notice of the respondents that public advertising had taken place. He imposed a fine of £2.

SUPPORTING HOME INDUSTRY.

THE local authority at Stanhope, Co. Durham, has decided to send a protest to the Northern Traffic Commissioners against the refusal of a full excursion and tour licence to Stanhope Motor Services, Ltd. An outside bus company has been granted a licence, and it is considered unfair that a local undertaking, paying local rates, should be treated in this way, especially as Stanhope Motor Services is the sole operating concern in Upper Vrieardale.
