Which of the following most accurately describes the problem?

Mr. Norman J. Bennett, of Plymouth, has now taken up his new post as whole-time secretary of A.R.O. Devon and Cornwall Area. The change has been brought about by the increased volume of association business in the two counties, with which Mr. Humphrey Cooke, of St. Austell, as the former part-time secretary, found himself unable to deal. Offices have been opened in Princess Square, Plymouth, from which all licensing and organizing work is, in future, to be conducted.

Mr. Humphrey Cooke will continue to be secretary of the Mid-Cornwall Sub-area and joint secretary of the Devon and Cornwall Joint Conciliation Board, whilst, along with Mr. T. J. W. Templeman, of Exeter, he will act as legal adviser for the area.
