Which of the following most accurately describes the problem?

VOLLOWING a statement that the

employers panel of the Yorkshire Conciliation Board was in debt, and an appeal for help from operators, a sum of about £50 was subscribed within five minutes at a meeting of hauliers in Leeds, last week, under the auspices of the employers' panel.

Mr. Robert Barr, chairman of A.R.O. Yorkshire Area and a member of the employers' panel, complained that the operators' associations were not contributing their fair share of the cost of the panel, and stated that the contributions so far received from the associations in Yorkshire worked out at id. per vehicle per month.

Mr. Charles Holdsworth, chairman of the employers' panel and of the Area Board, said that, of the seven employers' associations represented on the panel, only two or three had paid what was decided as the minimum contribution from associations towards financing it. When the amalgamation of the C.M.U.A. and A.R.O. was completed it would be necessary for the united associations to budget for contributions to the panels' expenses.

Mr. Joseph Keeling said that the associations should make it a condition that members should pay with their subscriptions a certain percentage for the purpose of building up a fund for the financing of the employers' panel.

Mr. Newham Dawson stated that since the Area Board was formed, he had travelled over 10,000 miles in connection with the activities of the employers' panel. Mr. Dawson emphasized that, apart from the question of wages and conditions, . money would be required for the work of stabilizing haulage rates.

In addition to the many subscriptions received at the meeting, our correspondent was later informed that further subscriptions, totalling a substantial amount, had been received. .
