Sauter, Gairnsheil, Abbotsford Road, Aberdeen, trading as Souter and Co., had one of his licences revoked, last week, by Mr. Henry Riches, Northern Scotland Licensing Authority. The case was the first of its kind to come before Mr. Riches.

A list of convictions in various courts in Scotland and England was admitted by Mr. Souter. These included overloading, permitting his drivers to work for excessive periods, and lending a licence disc to a Fifeshire firm to be used on an unauthorized vehicle.

Mr. John Angus, for Mr. Souter, pointed out that it was necessary for breaches of licence conditions to be frequent before the Authority could revoke the licence, and he did not think that could be argued in this case. He submitted that Mr. Sauter had, to some extent, been led into committing the offences because, in certain instances, he had been dealing with persons who thought they knew more about the Act than he, as an ordinary operator, could possibly be expected to know.

Mr. Angus appealed to Mr. Riches not to revoke Mr. Souter's licences, in view of the fact that provisional arrangements had been made for the sale of the business.

Mr. Riches said that the offences committed by Mr. Souter could not be lightly overlooked: He would not be doing his duty as Licensing Authority if he did not revoke the A licence granted to Mr. Sauter, trading as Souter and Co., but, in view of the negotiations for the disposal of the business, he would make no order regarding the seciend licence.
