Which of the following most accurately describes the problem?

THE West Midland Traffic Commissioners have granted one-year licences to Potteries Motor Traction Co. Ltd. and six associated operators, and Berresfords Motors Ltd. for new holiday express services from the Potteries to the north-east.

The joint operators sought backing for a new direct service from Newcastle-onTyne and points in the north-east to Hanley. Grants had already been made in all other traffic areas concerned. Berresfords applied for a feeder service from Newcastle-underLyme to Mansfield to connect with a Hall Bros. service between Coventry and Newcastle-on-Tyne and points in the northeast. Both parties objected to each other's application.

Chairman of the commissioners, Mr. John Else in a written decision said that in balancing the claims of the two parties, they had decided that the principal service running from the Friday before Whitson to the last Sunday in September as well as at Christmas and Easter should be granted to PMT and their associates. However, they had decided to make a limited grant to Berresfords confined to the Stoke-onTrent Wakes and Christmas holiday periods starting at Weston Coyney and picking up at Cellerhead and Kingsley to operate to Mansfield.

A plea from PMT for unrestricted duplication for outward journeys from the West Midlands was refused and the Commissioners granted a vehicle allowance of two except for peak holiday times when there would be a maximum of 42 provided not more than seven are used on any one departure.

Berresfords' allowance will be nine, (not more than three on any one departure) between July 28 and August 13, and three (not more than two on any one departure) at Christmas.

Mr. Else said the Commissioners expected PMT to consider starting their service at Newcastle-under-Lyme if the volume warrants it.
