ITIHE Trade Union Congress last week, 1 at Blackpool, endorsed a resolution welcoming the proposals by the Minister of Transport to provide the basis for a coordinated and integrated national transport system.

The resolution, a composite proposal in the names of the Transport and General Workers' Union and the three railway unions, reaffirmed the congress belief that only a nationally-planned and fully-integrated system of transport, covering the national networks of road, rail, river and canal communications, co-ordinated with air, coastal shipping and ports services, and based on public ownership, could meet the requirements of future industrial expansion.

The motion declared that such action would only be fully successful if based upon the extension of public ownership in road and rail freight and passenger services and docks, through the setting-up of publicly-owned transport authorities, with powerful regional authorities appointed from people enthusiastic for the success of public enterprise, and providing for an extension of workers' participation in management.

The resolution endorsed the action of the general council in seeking the Minister's acceptance of TUC transport policy, as approved last year, and called upon the Government to implement fully the principles contained in that policy document.
