Which of the following most accurately describes the problem?

THE announcement this week by London Transport that a drastic reshaping of the pattern of bus services in London is to take place must be welcomed. But why has this decision been delayed so long? For many years now it has been obvious that the traditional network of London bus services was becoming more and more unmanageable, what with increasing traffic congestion and the chronic shortage of platform staff. Buses which should have been in west London were frequently held up in traffic jams in east London, due to the long cross-city routes so favoured by the undertaking. Suburban areas were becoming more and more starved of local bus services due to the Board's attempts to staff its trunk routes at full strength. As recently as the publication of its last annual report, London Transport was almost threatening to withdraw its bus facilities from the outer suburbs.

Now we have a plan which can be commended. A plan which serves the central area of London w special local buses operating independently of the tru routes, and, as traffic flows more freely in cent London, less likely to be affected by traffic congestil A plan which treats the different suburban areas individual units, each with its local bus system. A links these units with cross-suburban services mu shorter (and more practical) than those attempted present. What is really bold about this plan is that buses are to be operated by one man, even on remaining trunk routes. What is ironical is that at i very time that the Government is becoming increasinl preoccupied with schemes for large conurbation trai port authorities covering vast areas such as south-e, Lancashire and north-west Cheshire, London Tral port finds it necessary to decentralize a large proporti of its operations.
