...but hikes the price of pining up • Within three years every new UK haulier will have to stump up £6,400 for his first vehicle to demonstrate good financial standing. The European Union's new legislation on access to the haulage industry are designed to "make it much harder for cowboys to operate", says EU Transport Commissioner Neil Kinnock. Under EU regs, potential hauliers will have to put up a at least 9000Ecu (£6,400) for a single vehicle with another 5000Ecu (£3,500) for each additional vehicle. The current UK requirement is 3000Ecu (£2,130) per vehicle.

The 15 EU transport ministers agreed the new guidelines at a meeting in Luxembourg last week; they are expected to be adopted as law next year with the increased capital requirements coming into force two years later. The EU is aligning some new rules with UK legislation: all EU hauliers operating vehicles over 3.5 tonnes will need a Certificate of Professional Competence unless they limit themselves to "local transport'.
