Which of the following most accurately describes the problem?

• Mr Alex D. Rhea, Vauxhall Motors' new managing director, said last week that the production rate planned by the company for next month would exceed anything previously achieved. "And if component supplies permit, this high production rate will continue in 1971," he added. Mr Rhea, who was speaking at a preview of a special Vauxhall exhibit for the London Motor Show, said that the company would make "considerable expenditure" on future product development and expansion of facilities. "We are certainly going to continue to manufacture Vauxhall cars and Bedford commercial vehicles", he said. "We have positive plans for strengthening our position in these fields, and we already have additional tooling under way for future models."

Meantime Mr Ralph Mason, new boss of General Motors' Continental operations, has announced that GM is to set up its European headquarters in London and not, as had been expected, at the Opel plant in Russelheim, Germany.
