Which of the following most accurately describes the problem?

• Any vehicle which had a GV9 imposed on it could have that prohibition notice removed at any testing station; operators could help themselves by bringing their vehicles for test fully laden—easier and more efficient than using the load simulator: these were two of many points mentioned by Mr B. Nelson, manager of the Wallasey plating and testing station when he spoke at an IoTA meeting at Port Sunlight last week. Since October 1 1968 his station has tested 11,325 vehicles of which 7969 passed first time and 2116 passed on re-test.
