Which of the following most accurately describes the problem?

• Several major amendments to the Special Types General Order 1969 proposed by the MoT are to be discussed at a meeting on October 26 between the Ministry, trade associations, the Home Office, local authorities and the police.

One of the most important proposals is that more than one abnormal indivisible load may be carried, provided that the addition of extra loads does not increase the width to more than 9ft 6in. or length to over 60ft and that the gross weight does not exceed 75 tons.

It is proposed to replace the present regulations on attendants on wide vehicles by a requirement that one attendant should be carried where the vehicle width, together with its load, exceeds 3.5 metres, 11ft 6in. In regard to the transport of engineering plant it is proposed to apply the restrictions on axle loadings which govern vehicles carrying or drawing abnormal indivisible loads, and to amend the definition of engineering plant to make it clear that machines such as scrapers, although they carry a load, are in fact engineering plant.

Another amendment would exclude a load-carrying tractor from the measurement of overall length of a vehicle carrying an abnormal indivisible load—as is currently the case with ordinary artics travelling under C and U Regulations.

The Ministry also wishes to bring the Order into line with the C and U Regulations requiring rear projections of more than 6ft to be marked. It is proposed that if a vehicle over 32 tons breaks down on a bridge, and jacks, rollers or other devices have to be used to move it, then the advice of the authority responsible for the maintenance of the bridge should first be sought.

Several amendments concerning the use of dump trucks are suggested. All but one of the amendments have the approval of the RI-IA heavy haulage and machinery carriers' national functional committee. On grounds of road safety, risk of overloading and an increase of the number of heavy vehicles, which would cause public dissatisfaction, the committee says, it intends to resist the proposal that more than one abnormal indivisible load should be allowed on a vehicle.
