The decision was reached after the deputy clerk of the council, Mr M. J. Rush. had told members of the roads and bridges committee that there was tremendous demand for training in the South Wales area.

Outlining the new regulations governing hgv drivers, he told the committee: "The test is proving to be fairly stringent and the national failure rate confirms the benefit of the action already taken in appointing a transport instructor to provide conversion courses for existing drivers and to train new drivers in order to maintain a pool of licensed drivers for winter maintenance, snow ploughs and gritters.

"The committee has already agreed to extend the facilities of its hgv transport instructor with vehicle, classroom and manoeuvring ground at Waterton plant depot to other local authorities in the county for the training of hgv drivers.

"The training officer of the South Wales Provincial Councils, in drawing attention to the tremendous and continuing demand for such training and its impact on local government services, has now asked if Glamorgan County Council and Monmouthshire County Council, who also have training facilities, would he prepared to extend them to other local authorities bearing in mind that additional instructors and vehicles would be required.

"Under the provision of the Local Government Training Board system of grants for training, the department could recover its costs in providing the training facilities by claiming grant and directly charging course fees to the local authorities who send drivers for training."
