Which of the following most accurately describes the problem?

of propane gas for welding was stressed by Mr. J. Bradbury, a traffic superintendent of Ferranti Ltd., when he supported an application by Livesey Transport Ltd., Chadderton, at Manchester, on Wednesday.

The company sought a substantive B licence for a 34-ton vehicle to carry goods for Ferranti Ltd. within 15 miles of base and to and from Stanlow. Mr. Bradbury continued that this unit had been on short-term licence since last May and had been fully used. Propane gas was brought in large cylinders from Stanlow and only short notice was received when a consignment was needed, because the amount of welding varied and only one reserve cylinder of gas was kept at the mill. Before the B vehicle had been put on short-term licence it had been difficult having goods transported short distances and the company did not like using sub-contractors. A certain amount of traffic was given to British Railways, but this would not be affected by the application.

The deputy North Western Licensing Authority, Mr. A. H. Jolliffe, granted the application.
